It’s a tossup: When it comes to citing their districts’ biggest legal headaches, Your Turn readers split evenly, with half naming cases involving special education, and the other half citing employment discrimination or termination.

“No district can keep ahead of special education issues,” wrote a Pennsylvania board member. “The Gaskin settlement [in a Pennsylvania class action suit involving special education students] really hit districts around here hard even though we were all doing a decent job. Every time the laws change they are retro-active, so you never can ‘win’. Even if you followed all  the rules, the rules change and the district loses.”
